Seattle is the winner, with salaries close to those of Silicon Valley but with much lower rental costs. Also, cities in the United States are ranked higher than those in the rest of the world, with few exceptions. Interestingly, San Jose (our proxy for Silicon Valley), still ranks 3rd out of 21 U.S. cities, while San Francisco is 19th again, due to the rent differential.
On the east coast, New York and Washington, D.C. it got worse, taking the last two places in a row. Phoenix took second, while Austin and Houston rounded out the top 5. Internationally, Tel Aviv, Canadian cities and Berlin are our recommendations. Our data suggests avoiding London, Singapore and China, contrary to what one might expect.
Previously, Glassdoor listed the “25 Highest Paying Cities for Software Engineers” in the U.S. and calculate “Real Adjusted Income” by measuring income by cost of living. Their model places San Jose and San Francisco as number 2 and 3 on their list respectively, contrary to anecdotal evidence. It is important to note that they show that San Jose has a higher cost of living than San Francisco, while our data will show why it is so different.

But measuring income and cost of living is not the most accurate way to compare cities. People want to know how much money will be in their pocket at the end of the year.
Instead of measuring income like Glassdoor, we used our income model to calculate the average salary of a freelance engineer in the city, and used that as a ranking metric. This leads to very different results.
Since taxes take up a large portion of every paycheck and vary by state, we used Glassdoor’s basic numbers to calculate the after-tax income for each city. one, then we get the total annual cost of living and renting, based on data from Numbeo. You don’t want to move to a city with few job opportunities, so we’ve selected cities with the largest job listings, and expanded our reach around the world.
The largest cities in the United States are larger than almost all international cities, so to make things easier, we’ve divided them into separate values. We will call non-U.S. cities. as “international” cities, henceforth.

Oslo is at the top of the list in terms of earning power, but we didn’t mention it earlier because the job market is the smallest of the 43 cities we analyzed in this report. Compare its 106 jobs to 22,554 in New York City.
